Hunan Continues to Invest in People’s Livelihood

In the past five years, the expenditure directly allocated for improving people's livelihood in Hunan Province has been multiplied by 2.4 times, from 79.28 billion yuan to 269.47 billion yuan.

In 2012 alone, Hunan expended 269.47 billion yuan for improving people's livelihood, a year-on-year increase of 17.1%. The expenses, occupying 66% of Hunan's fiscal expenditure, are directly utilized for supporting agriculture, education, medical treatment and public health, social insurance and employment. Among them, education spending accounted for the largest part, reaching 19.2%. Education spending in Hunan in 2012 was 78.61 billion yuan, up by 45.4%.

Hunan provincial public finance will still pay more attention to education in 2013. According to the government report, Hunan will expend 13.77 billion yuan in education in 2013, among which expenses at the provincial level are 6.75 billion yuan and transfer payments to cities and counties in Hunan are 7.02 billion yuan. The newly-increased 1.3 billion yuan is mainly for raising grants for each student in universities and vocational colleges, implementing safeguard mechanism for compulsory education funds.
